Import Policy

Morocco is taking the green-hydrogen route. In March 2024 it launched the Morocco Offer hydrogen plan, with the sustainable-energy agency MASEN as the single window, earmarking one million hectares of public land for green hydrogen and derivative projects. The tax and customs incentives are direct: equipment across the green-hydrogen value chain is exempt from import duty and domestic VAT on local purchases, for an exemption period up to 36 months. Foreign capital may hold 100% equity, Morocco has free-trade agreements with 56 economies, and products made in southern priority areas like Dakhla can access markets of about one billion people on preferential terms.

Local Content & Investment Incentives

The Investment Charter can grant up to 30% subsidy on qualifying capital expenditure, and firms in Industrial Acceleration Zones pay no corporate tax for the first five years, then 15% with partial domestic sale of export volume. Incentives are negotiated rather than automatic, judged on employment, location, and priority-sector (renewables, transport, waste) compliance, with emphasis on local industrial integration. In 2025 five consortia were selected to launch six green-hydrogen projects with total investment of 319 billion dirhams.

Market Access Requirements

Projects are large and access leans toward strategic negotiation. The equipment supplier's opening is to become a designated vendor to the selected investor, not to sell directly to end users. Land, tax breaks, and subsidies are all negotiated on employment, location, and priority-sector terms, with emphasis on local industrial integration, so a lone trading path rarely reaches the core projects.

What Endurance Energy Can Provide

Morocco's green-hydrogen horizontal integration explicitly lists hydrogen value-chain equipment as an incentive target, and Endurance Energy can supply equipment that fits the slot: post-electrolyzer gas treatment, hydrogen compression and storage, and refueling-station equipment. Import duty and VAT exemptions directly lower the landed cost, and the corporate-tax break for setting up in an Industrial Acceleration Zone also favors local assembly. We can position as the equipment partner to a selected investor, supplying skid-mounted compression, storage, and refueling modules alongside its electrolysis and synthesis projects in Morocco. For clients using Morocco as a springboard into the EU and Middle East, standardized skid blocks shorten build time and ease replication.

FAQ

Which taxes are waived for equipment imported into Morocco's green-hydrogen projects?

Under the Morocco Offer, equipment across the green-hydrogen value chain can be exempt from import duty and domestic VAT on local purchases, for an exemption period up to 36 months; if in an Industrial Acceleration Zone, there are also corporate-tax reductions. Whether a specific shipment qualifies depends on whether it falls within the investor's approved scope.

Can a foreign company hold 100% equity in Morocco?

Yes, except for a few strategic sectors, foreign capital can be wholly owned and enjoys national treatment. Morocco has FTAs with 56 economies, and products made in southern priority zones can enter the EU, US, and similar markets of about one billion people on preferential terms.

How does Endurance Energy access these large projects?

The opening is to become a designated equipment vendor to a selected investor, not to sell piecemeal to end users. Endurance Energy supplies skid-mounted compression, storage, and refueling modules alongside the investor's electrolysis and synthesis projects. First connecting with the project parties on the MASEN list is key.

Are the incentives automatic or negotiated?

Negotiated. The Investment Charter's subsidies, land, and tax breaks are set by employment, location, and priority-sector conditions, with emphasis on local industrial integration.
